So are those reports true? As of right now No.
Currently, there is a bill in the New York State Assembly that would call for the ban on selling gas-powered lawn equipment in New York State starting on January 1st, 2025.
Bill A705 was proposed by New York Assemblymember Robert C. Carroll and co-sponsored by New York Assemblymember Dana Levenberg earlier this year.
The bill reads as:
The environmental conservation law is amended by adding a
2 new section 19-0306-c to read as follows:
3 § 19-0306-c. Sale of certain gas-powered lawn care devices prohibited.
4 The commissioner shall promulgate rules and regulations which shall
5 prohibit the sale of gasoline powered leaf blowers and lawn mowers in
6 the state by January first, two thousand twenty five.
Back then it was proposed the bill was referred to Environmental Conservation and had been there since January of this year.

So as of the time of this writing, there is no new law set to be enacted that would ban the sale or use of gas-powered lawn equipment in New York State.

The bill still has a chance to become law before January 1st, 2025, but it would still need to be debated on the Assembly floor and the Senate floor and voted on and passed before heading to the governor's office to be signed into law.

So if you are currently on the last leg of your gas-powered lawnmower or weed wackers, there is a good chance that next year you will be able to replace it with a gas-powered unit with no problems.
