According to a post on Facebook from the Town of Hamburg Police, those helicopters were all part of a training drill being conducted in the area.

The helicopters were conducting drills yesterday and will continue all this week until Friday afternoon. They will be performing low-altitude maneuvers and you will see and hear them throughout the afternoon.
